Recently, we were told of a claim in which an Israeli car was shot at and, as a result, crashed into a second car. One of the occupants of the second car was killed and another was seriously injured. For 6 months now, this poor man has been thrown from Mas Rechush (who claim that the indirect result of a terror action should be covered by insurance) and the insurance company (who claim that it is an act of terror and therefore should be covered by the government (i.e. Mas Rechush).

The Law: Law of Benefits to victims of terror (1971) -
Here, an "act of terror" is defined as any act of terror by enemy forces or accidental damage caused as a result of an act of terror or where there is reasonable expectation of an act of terror. Hence it would seem that the state (Mas Rechush) should in fact compensate the injured man.
